What is Konsulta?

As frontliners in healthcare delivery, your active participation and understanding of this program are crucial to its success in providing quality primary care services to all Filipinos.

The KonSulTa Package represents PhilHealth’s commitment to expanding primary care benefits, as initially mandated by PhilHealth Board Resolution No. 2479, S. 2019, and further detailed in PhilHealth Circular No. 2020-0002 and subsequent issuances like PhilHealth Circular No. 2020-0021 concerning accreditation standards. This initiative is a significant step towards realizing the objectives of the UHC Act, ensuring that every Filipino has equitable access to a comprehensive set of promotive, preventive, curative, and rehabilitative health services without facing financial hardship.

The KonSulTa Package is designed to strengthen the primary care level of our healthcare system by offering a defined set of services. For accredited Konsulta Providers, this package offers a capitation-based payment mechanism, providing a fixed rate per registered member to deliver a comprehensive range of outpatient services. This approach aims to encourage proactive healthcare management and improve the overall health outcomes of the enrolled population.

Key components of the PhilHealth KonSulTa Package include:

  • Primary Care Consultations: This covers initial and follow-up consultations for various health concerns.
  • Health Screening and Assessment: This includes standardized screening procedures and risk assessments to detect illnesses early.
  • Selected Diagnostic Services: A range of essential laboratory tests such as complete blood count, urinalysis, fecalysis, sputum microscopy, and other relevant diagnostics are included.
  • Essential Medicines: The package provides access to a formulary of drugs and medicines for common conditions, aligned with the patient’s needs as determined by their primary care physician.
  • Health Education and Promotion: Providers are expected to deliver health education to empower patients in managing their health and preventing diseases.
  • Case Management: For patients with specific health needs, the package includes case management services to ensure coordinated and continuous care.

To become a PhilHealth Konsulta Provider, facilities must undergo an accreditation process, as outlined in PhilHealth Circular No. 2020-0021. This ensures that providers meet the necessary standards in terms of infrastructure, human resources, and service delivery capabilities to offer quality primary care services.

Your participation as accredited Konsulta Providers is vital in making primary healthcare accessible and affordable for all Filipinos. By embracing the KonSulTa Package, you contribute directly to the goals of the Universal Health Care Act, fostering a healthier nation and ensuring financial protection for our communities. We encourage you to familiarize yourselves with the guidelines and actively participate in this transformative program.
